Gacy's standing was key to everything. Although he had sexually assaulted several children long before the murder of Timothy McCoy, his first known victim, he came to be regarded as a pillar of Norwood Park Township, his Chicago neighborhood. His volunteering work earned him a meeting with First Lady Rosalynn Carter, and he'd use his construction business, PDM Contractors, to lure boys to his house with the promise of work.
Some of these boys would likely have been seen, perhaps for the last time, by the police officers that were tasked with surveilling Gacy after he was reported by local teenagers he'd propositioned without success. Instead, Gacy managed to befriend some of them, taking them out for drinks and meals and entertaining them at his home, where 30 bodies were buried — one in the garage, one under the dining room, and 28 in the crawl space.
According to series creator Patrick Macmanus, the prime objective of "Devil in Disguise: John Wayne Gacy" is to hold law enforcement to account for enabling him by indulging their own personal prejudices — in favor of the businessman who had it all, and to the detriment of the vulnerable boys he preyed upon.
