As you can see in the table, the heart of the TM C102Ti is an ultra-low-voltage version of the mobile Pentium III m processor. Like all Intel Pentium m processors, it has integrated Enhanced SpeedStep technology, which enables the processor to switch between two clock speeds (800 MHz/400MHz) and two voltage settings (1.10V/0.95V), depending on the load on the processor. The main goal of Enhanced SpeedStep technology is to throttle power consumption as much as possible during low-load periods by reducing the clock speed and supply voltage.
