Americans Can Now Send Mobile Phones To Cuba

Washington DC - President George W. Bush has announced that Americans can now send their unwanted and extra mobile phones to Cuba. In a televised press conference, Bush said the phones will encourage free expression in the country and added that if the people can be trusted with phones then they be trusted to, "speak freely in public."
The phones will be allowed in care or gift packages from relatives and friends in the United States, but Bush administration officials emphasize that the main economic embargo that’s been in place for decades is still in effect. There is no word from Cuba on whether they will allow these new care packages.

Have to say I didn't see this one coming.
I don't get it. How can Cubans use these phones? Can the average Cuban afford to sign up with a cell phone carrier? Do Cuban cell phone carriers use the same frequencies and technology as in the USA? What cell phone coverage does Cuba have?
Is this just a way to sneak in satellite phones for spying? or is this akin to George Bush talking about "the internets".
Well I guess most Cubans will be receiving these phone from relatives, so presumably they could also send them money to use the phone.
