Comcast Says No New Traffic Management Plan Yet

Comcast has made no final decisions on how to manage network congestion, despite news reports Wednesday that it will slow traffic for heavy users for up to 20 minutes during times of peak network use. Comcast has been looking into new network management practices after the furor caused by an Associated Press report last October that said the cable modem service provider was quietly slowing BitTorrent P-to-P (peer-to-peer) traffic as a tool to fight network congestion.

So what qualifies as a heavy user then would it just be P2P or others as well? I don't download torrents. However I watch a lot of legal high definition broadcasts from NBC.com and other major television networks when available.
Either way Comcast should be upgrading their networks not limiting users. I bet they are also doing this to favor on demand which takes up a lot of bandwidth. I imagine digital television in general eats up a lot of the bandwidth their lines can handle. Either way I am strongly considering alternative ISP's.
