I'm going to buy a monitor to complement my build in about two weeks. I don't want to spend more than $200 if I can help it since I'm dropping some cash on a new system too.

Question is, are the HD displays noticeably better looking/better for gaming? I've seen an Acer and Asus both 23" 1920 x 1080 and both 5 ms response time. However, if I could get say a 22" Samsung or Viewsonic, should I do that instead? I think that the cheaper ones are TN panels which, if I recall, are worse than the other major brands.

Or can anyone suggest an LCD within my budget? Much thanks :D

Any monitor you buy for that price will be using a TN panel.

The only exception is the Dell 2209WA (e-IPS panel) which someone recently mentioned was on sale for $218 (probably before shipping and tax). However, it is currently out of stock and the estimated shipping date is August 10th.
