When I turn on my Dell Inspiron E1505, the caps lock and the scroll lock just blink, and the screen doesn't turn on, and it doesn't boot up at all. What's wrong?!?!?

Try booting with only 1 stick of RAM. Unplug any add on cards.

Thats POST (Power On Self Test) reporting a failure through the keyboard leds.
If still under warranty, rush to dell first.

Look in your documentation what the combination means - the dell support site has several manuals online.
