It means you were browsing a WAP page on the Cingular network.

WAP is specially formatted mobile pages/data, more useful when phones were stuck to sub-dialup speeds. It's also what's still used for things like quick weather updates, news flashes, sport scores and movie times when provided as a low-end feature from providers.
