Call 611 (customer service) and ask them where to send it.

If you sell it and it's either lost or stolen then the person trying to activate it will get agro from Verizon and then point to you.

It's not like a $10 bill just sitting on a sidewalk, there are ways of getting it back to a legitimate owner if there is one.
Drop it off at a Verizon store and get on with your life.
