i have sprint and i have unlimited text if i call Texas from Canada with my sprint phone is it gonna charge me? and can i text without being charged?

you will be charged for both.

per their website
Voice Pricing: $0.59/minute (without the 2.99 a month plan)
Special Voice Pricing: $0.20/minute (with the 2.99 a month plan)
Data Pricing: $0.002/KB

their website says "Texting is not yet available while roaming outside of the US"
