Joyous little screw up here

There is a laptop. Said laptop is owned by my elder brother. He has decided to be nice, and donate it to the parents (whose current laptop was budget about 7 years ago)

For unknown reasons however, the wireless on this laptop does not function, and so they told me to have a go at it. Approximately an hour later, I had discovered that: Windows thinks the wireless card is plugged in and functioning
properly.

The drivers it came with, intel pro set or something on the other hand, say that the wireless is turned off (the option in the drivers to turn it on does nothing), and the light on the computer agrees with this - it is off. On the laptop's keyboard there is a wireless button, which apparently used to turn the wireless on and off. Pressing this does nothing, but it doesn't appear broken physically.

Reinstalling the drivers did nothing.

The laptop is a HI-GRADE COMPUTERS 1550.
