is there some sort of convertor that allows laptop data to be displayed on TV as sort of a 2nd monitor?

 

the tv is not hd, its a Sony Trinitron Wega 28" tv to be exact.

Does the laptop not have a TV out?

There are alot of conversion boxes for VGA to SVIDEO, but they're not cheap either.

I bought one for my sister for her MAC (so doubly expensive) and it's possible with all types, just depends on if it's worth it to you. But check your laptop again, most have had TV (usually svideo) out for the last 3+ years.
