I'm using a celeron mobile 1,4Ghz cpu at this moment.
It can decode mpeg2 without any problem but the processor is too slow
to decode a H264 (Mpeg4-hdtv) digital signal.

I still need a mobile version cause of power limitations, not connected to battery tho.

Which PentiumM could be used to decode a H264 stream fluently?

I suggest you post this question in the Hardware Tab (right side) under CPU. You should get some answers there.

all ATI cards 1xxx support H2.64 hardware decoding. Did not say what your graphics were or if they are upgradeble.

I use a matrox G550 at this moment and this card is still AGP based.
I did get a reply on the cpu forum that a Pentium M around 2Ghz would
do it .

I always could change hardware but the video card must be fanless.
There's no need to support heavy 3D games at highest frame rates.

The current setup is able to receive for instance euro1080. The celeron
M 1,4Ghz was able to show the video, downscaled to 800x600 on screen
but with artifacts due to 100% cpu use.

Even if the videocard supports H264 playback, then this doesn't mean that the
software will use it. But, it has to be fanless of design and also no massive heatpipe solutions.
