I have a new Samsung E-105 GSM phone and love it. If I buy a USB to phone
cable on Ebay can I move ring tones back and forth with it? Or, do I need
software to make it happen...

If manufacturer gives you software with the phone, you should check
this. If not, you must find a phone management software. For nokia is
one called Oxygene, but I don't know which one works with samsung.
