Do they make normal digital cameras that are compatible with SLR lens
attachments? Specifically, Loreo's 3D Lens in a Cap,
http://www.loreo.com/pages/products/loreo_3dcap.html

I want an inexpensive way to use this accessory. If there is no
inexpensive SLR-compatible cameras, perhaps rigging an existing digital
camera to work with the attachment would work?

The link you gave SAYS that they make one for the smaller image area
of a DSLR. If you used the one they make for a 35mm SLR, you'd have
problems due to it trying to make some of the image(s) outside of your
digital sensor area.

I believe Canon has a full size imager available. I would not call it
inexpensive however.

Canon and Nikon both have dSLRs that can use standard lenses, with some
limitations. If the lens doesn't have the electronics for some of the
advanced functions, you have to run manual.

The web page the you list includes discussion of a version of digital
cameras and lists camera models that are know to be compatible.

What do you mean by inexpensive?

Digital SLRs are more expensive in general than the P&S cameras. But you get
more capabilities for the money. If you need/want those capabilities, then
they are worth the price. My D70 is inexpensive for what it provides. If you
don't need the additional capabilities, then they aren't dSLRs may well be
too expensive for you.
