Newbie ?s - Video Content distribution

I am in need of advice on the best resources to support an initiative to
push video content to PocketPC and Smartphones.

I am basically looking to take WMV files and make available to real estate
agent for a large broker, geared to MS Mobile 5 (Smartphone type devices). I
know the devices are just starting to come to market, but the capabilities
are enormous yet fairly straight forward on some of the things we need to
begin development of.

1) We plan to create a "Video Infomercial" of each property
2) Associate each video to various property attributes and have that
information searchable

Scenario;

Agents produce a video of properties in our inventory (lets say we have 50,
but can be MANY more). An agent might be with clients in the field (e.g.
showing one property and then wanting to look at more). The simple objective
would be via a smartphone, allow agent and client together to enter some
basic search attributes and allow the client to see a quick 30-60 video
description of the property, so one does not have to drive to a property
that would not be of interest.

- Ideally, this should be SEPARTAE from network connect chagres and look to
access content that is SYNC to device and already stored in some type of
expanded memory or flashdrive.

Summary,

I am basically looking to gain the insight/knowledge to support "Video
Content Distribution" to the eventual deployment/use of Smartphones and
wanted to know some of the OTHER related newsgroups, events, SDK and
hardware/software that would allow us to develop such capabilities.
