How to Configure from 2.8ghz to 3.06ghz Toshiba CPU Satellite Notebook

This is my first time on any forum so bare with me.

First, I have a Toshiba Satellite A75-S206 Laptop and was curious if I can upgrade the CPU from currently, 2.8ghz Mobile Intel Pentium4 processor 5181MB L2cache, 533 Mhz FSB to a Mobile Intel Pentium4 processor 532 1MB L2cache, 533 Mhz FSB 3.06 ghz (Model A75-S209). I tried with the 3.06ghz but it will not boot all the way it stays in black screen. Do I have to configure the Bios before I put the new CPU? I thought once you put the CPU the BIOS would recognize it.

I had to replace the original motherboard because the old one burnt out and I figured since I had to buy a new board I wonder if I can upgrade the CPU. I do know that the next model number after mine is the A75-S209 which are very similar except the CPU Speed (3.06GHz) and extra parts. If it can not be done than fine I just thought to try and ask. If anyone can help please do so and reply. Thank you in Advance.
