I have an ethernet cable coming into a room and need to split it into two devices. What type of splitter do you recommend as being the best?

Being the best is a personal opinion ;-)

Just buy a simple 4 or 8 port switch, like any D-Link.

I hope it is not the router you need. What do you exactly want to do? Provide internet connection for another device or just put another device on the same network?
You would have to provide more detailed info if it is about your internet connection.
