REQUEST FOR DISCUSSION (RFD)
unmoderated group comp.sys.mobile-phones

This is a formal Request For Discussion (RFD) for the creation of an
unmoderated Usenet newsgroup comp.sys.mobile-phones. This is not a Call
for Votes (CFV); you cannot vote at this time. Procedural details are
below.

Newsgroup line:
comp.sys.mobile-phones Mobile entertainment, unlocking and accessories.

Changes from previous RFDs:
1. Typographical errors.
2. Addition of only of GSM phones unlocking.
3. Addition of new topic commercial posting and advertisements.
4. Limitations on crossposting.
5. Change of name from comp.sys.mobile-world to comp.sys.mobile-phones.

The Group shall comprise the mobile entertainment, GSM mobile phones
unlocking and various mobile accessories related topics.

RATIONALE: comp.sys.mobile-phones

The newsgroup 'comp.sys.mobile-phones' would be a forum for the mobile
games, ringtones, graphics, mms, videos, gsm phones unlocking and
accessories for various phones. Related audience can discuss any of the
topic of their interest.

Currently, comp.sys.handhelds and comp.sys.palmtops are the existing
newsgroups on mobile phones topic. The newsgroups (mobile-phones) will
specially be a gsm mobile phones unlocking, mobile games, ringtones,
videos, graphics, mms and various phones accessories related discussion
group.

Appropriate discussion in the group will involve mobile entertainment,
mobile phones and other mobile accessories - related information. Some
examples of topics that should be posted to comp.sys.mobile-phones:

- General question regarding the mobile games, ringtones, mms, videos, and
graphics.
- GSM phones unlocking questions and unlocking software questions.
- Questions for various mobile phones accessories.
- Solution of any question asked and any information news.
- Or any mobile-phones/cellphones related Discussion.

Due to the vast popularity of mobile phones it may be considered as
another world in today's scenario. Several unmoderated online forums and
newsgroups dedicated to mobile phones do exist and have a large amount of
traffic, experience shows that the lack of a unified forum and hampers the
development of a decent discussion on mobile-phones/cellphones.

Mobile-phones will be a newsgroup for general audience for general
mobile-phones/cell phones discussions. The unique discussion topic will
avoid any general confusion or disagreement on the subject.

CHARTER: comp.sys.mobile-phones

comp.sys.mobile-phones is an unmoderated newsgroup for only discussion on
mobile entertainment, mobile phone unlocking and several mobile phones
accessories topics, and related technologies.

Posting guidelines:

1) Posts must be related to mobiles discussion, which Includes all the
games, ringtones, graphics, mms, videos, gsm phones unlocking and various
phones accessories.

2) Any posts that don't match the mobile related topics should not be
made. Personal attacks, incitement to retribution (i.e. flames and
obvious trolling), or general hostility should not be posted.

3) Commercial postings and advertisements shall be permissible only once
in a week (Only Friday).

Clearly inappropriate postings include:

1) Personal attacks

2) Discussion that isn't about mobiles or irrelevant to the topic.

3) Posts may include links to websites or personal pages that contain
relevant and on-topic information about mobiles and mobile industry.

4) All the posts should be of public interest, question or solution of any
problem or any mobile information that is of public interest.

END CHARTER.

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase
of the process, any potential problems with the proposed newsgroups
should be raised and resolved. The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a Call For
Votes (CFV) may be posted by a neutral vote taker if the discussion
warrants it. Please do not attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and "How
to Format and Submit a New Group Proposal". Please refer to these
documents (available in news.announce.newgroups) if you have any
questions about the process.
