I have had Norton fix a tracking cookie from my pc laptop. However, I hear a noise from my laptop's system as is it's being tampered. I then rescan the laptop, and the tracking cookie appears. Norton then fixes it again, but it keeps coming back. How can I permanently remove that Low Tracking Cookie? Thanks...

Tracking cookies are relatively insignificant.

I would suggest using malwarebytes to clean the laptop.

Run malwarebytes.

The sound described, must be different from the usual. Sounds like it is working harder? Could be malware.

Tracking cookies aren't especially dangerous, more annoying.

Ccleaner is another option to clear out all those temporary files and places where cookies reside.

I use this method on all my machines. Works exactly the same on IE8.
