What is port 24413?

Ok how can I explain this, you have the internet that then hits your router then goes to your computer. Pretty much any service you run on your computer runs through a port either UDP or TCP. For example when you share music through itunes that is done through a port. Now you router tends to keep local services inside your local network using NAT. In order for your app (utorrent) to recieve a connection you have to port forward a connection so that when it is sent to the router it is then sent to your computer otherwise the signal does not know where to go and is blocked. That is my boiled down oversimplification of how networking works if your more concerned with the details look up stuff on wikipedia or google. uTorrent even has a tester built into it to see if your port is blocked or to change the port under options then speed guide.

Commonly assigned ports are 1 to 1023.

Anything beyong 1023 is an unassigned port and any application can use those ports. Typically, if your computer sends out a request, the port will be opened listening for the response.

More likely there is an issue with the application you are using. But to verify this, you may want to open the port on your router to see if that resolves the issue. If that does not, you'll have to look at the application.
