So much detail!
Can you provide a bit more to work on?

In the settings page of "Today", there are only 4 themes to select from,
all of which came with the unit. I have downloaded a couple of themes from
the net and do not know how to transfer them to my pocket pc.

There is a "delete" option but not an "add" option.

Thanks

Copy the .TSK file(s) over to your PPC during an ActiveSync session (use
the Explore option of ActiveSync to open the PPC file system).

I don't know what the 'rules' are about where to place the files so
they'll show up in the Today settings list, but putting them in the
\WINDOWS folder of the PPC is probably the safest bet. On my iPAQ they
show up if I put them in the root of the iPAQ File Store but this might
be unique to HP devices.

I believe you can place them anywhere on the PPC. I put all of my added
themes in a themes dir in "My Documents" this way they sync to my PC and I
always have a back up of them if I ever have to do a hard reset to my
device.

Place whichever theme you want to install in the 'your username' MyDocuments folder on your desktop PC then activesync. This will copy the theme file to your PPC then go to Settings/Today and it should be in the themes list.
