For some reason, when I try to run the admin tools (e.g. defrag, computer
mgr, etc) I'll sometimes get a pop-up of the tool screen and then it goes
away. At first I thought the tool was running in the background, but it
seemed to close w/out running. I'm sure I've got some kind of Win XP Home
SP2 configuration issue, but can't figure it out.

Are you able to open task manager? Try doing so by either pressing
Ctrl+Alt+Del or clicking Start --> Run --> type in "taskmgr" (without
quotations) and pressing enter.

Some viruses have been known to disable access to typical Windows admin
tools. Try scanning your system with a virus checker, or if you don't have
one or it's not working, check out Symantec Security Check at
http://security.symantec.com/sscv6 [...] &venid=sym

I'm unable to run taskmgr and will try the virus scan using Norton AV ver
11.0.9.16. My most recent scan was only 3 days ago, and it only found adware
files. I then ran Spybot S&D and cleaned up some spyware files. I don't
have any adware apps.
