w2k server: invisible folders

I have a W2K server which seems to have some file system issues. In
Windows Explorer, I cannot see the "Local Settings" folder, even if I
have enabled the "show hidden files and folders" and similar options.

The strange thing is that I can 'cd' in to the directory from a DOS
prompt and see the contents. But I cannot type the path in the location
bar in Windows Explorer -- when I do it just changes to IE and throws a
"page not found" error. Also, I had to change the path to the "temp"
folder because I couldn't install self-extracting programs as the "temp"
folder by default is below "Local Settings". Setting it to c:\temp or
similar works.

I have similar problems when I try to create folders with the name
"localization". No matter where I create these files on the drive, the
folder is hidden immediately. However I can still access it from DOS,
and making folders with names other than "localization" appears to work
fine.

I'm pretty sure this is an issue with the file system and not a virus or
trojan horse. I've run all the tests I can think of but it seems I'm at
a dead end here.

Any recommendations?
