You need Motorola's "Mobile Phone Tools" (MPT) which comes on CD with a
Motorola (OEM) USB cable. Other cables maybe problematic. Check ebay for
(v400 OEM USB Cable)

Windows 98 First Edition needs add-on files to recognize USB.

They say that (also about NT 4) as neither natively supports USB. If you
have USB support files installed, you should be good to go.
