I am supporting a Windows 2000 Advance Server. I am unable to install
programs. When I do, the server hangs at the windows installer box then
errors out.

I have tried to reinstall the installer but it states that the installer is
already installed. Internet explorer will hang at a blank screen without
fully loading and control panel will not open. The server currently does
not have any virus protection and when I try to install the software it
fails at the Windows Installer.

Chris,

If this is not a Domain Controller and a member server for a domain, I
recommend that you restart the server in Safe Mode and check for event
logs, driver errors in Device Manager , Pagefile, etc.,

Before rebooting the server, please open the task manager and check for the
services/process that is using the maximum CPU Usage. After rebooting the
server in safe mode check for the existance of the service/process.

Please reply back with the event logs.
