iPaq 2215 not adjusting for DST changes

I had the same problem this past Sunday that I had back in the first weekend
in April, in that my iPaq 2215 (running WM2003, ROM 1.10.07) did not
automatically adjust its clock at the Daylight Savings Time change. In April
it did not "spring forward" and this past weekend it did not "fall back".
I searched various discussion forums, even called HP, and no one gave me a
cogent answer as to why this would happen. In fact, at first the HP support
person told me I had to sync my iPaq before it would make the time change -
which is not only a step backwards from Pocket PC 2000, but is a silly idea
when you think about those of us who depend on timely alarms!
Yes, I have the iPaq set to the correct time zone, and yes, both the
settings for the system clock and the Outlook settings are checked to
automatically adjust for Daylight Savings Time, and I am using the latest
version of ActiveSync...all of which is pointless anyway, if the iPaq is
supposed to make the time adjustment on its own.
There are no settings I can find anywhere in WM2003 to tell the unit it has
to adjust for DST.
So, any ideas of what might be wrong here? Any help, leads would be greatly
appreciated!

Surprisingly, mine did the Daylight - Standard time change automagically.
I had the clock set to GMT -5 Eastern US (different from GMT-5 Indiana or
GMT-5 Bogota, Lima).
Perhaps that is the defining characteristic...

Mine did it too, but only when I switched it on fully. The alarm still
went off at the wrong time, so I powered up and it changed. Fell back
asleep, and the alarm went off again an hour later (which was lucky as I
had work)

One piece of information you did not post was what time zone you have
set on the ppc _and_ what time zone is set on the sync pc and is dst
checked there as well.

I have set my PC and my iPAQ 2210 to the time zone GMT+1.
The PC adjusted correctly but the iPAQ did not. There was a message on the
iPAQ screen saying that the time has been adjusted for DST but the time had
not changed at all. As soon as I synchronized with the PC the time was
corrected though.

They are all the same, just different sample city names within that time
zone.

That is not the case.
The entries also contain information on how to handle DST and other
issues such as partial hours. One example is Indiana (USA) which does
not observe DST.

GMT+1 Prague,Budapest
GMT+1 Warsaw,Sofia
GMT+1 Paris,Madrid
GMT+1 Berlin,Rome
GMT+1 W Cent Aftica
I had Paris,Madrid selected. Where do I find the information about how DST
is handled for those entries?
