simplest way is to either unplug and replug usb connector or power it
down and then back on.

Why are you stopping it to begin with, then? More info might help. What is

I want to use USB HD to backup the data in a server.
After backup, I want to stop the USB HD, so that the hacker can't find the
backup device.
But when I need to bakck up, I want to restart the device.

I usually back my data form remote computer.

Maybe not a hacker but a virus that would wipe all drives.

I think scan for new devices should reinstall USB HD.

Then the answer is to do everything in your power not to get viruses, right?
As well as lock down access to your server (physically) and network
(firewalls, patching, good security practices).
