When starting up after the Windows XP logo screen my screen will show DVI
power save mode for a few seconds then go to the windows user menu.

I am running XP pro on a Dell 8250 with 1 MG Ram with a Radeon 9700 Pro w/TV
out video card, and Dell Flat panel display

It is most likely changing frequencies or resolutions or both. It could
be a program you have installed or even the drivers. Try installing the
drivers available at www.omegadrivers.net.

Normal. Happens here too with Samsung 191T.

Don't worry about it, and DON'T mess with settings
trying to "fix" it, you may hose things up such that you'll
need to boot into Safe Mode to fix it.
