My camcorder can take still photos (press the "Photo" button, it
captures a single frame and writes 10 seconds of it onto tape).

Any idea how I can convert that into a .jpg?

capture to your pc in the same way as you do for moving video from tape, as
this is all it really is, and thn use your editing app to grab a single
frame.
