I cannot access the Apply button to change DPI Settings
under Display properties. I have a Thinkpad T40 with ATI
Mobility Radeon 7500 chip. The Apply button was visible
before I changed the DPI setting to 150% normal size
(through Advanced button under Settings tab of Display
Properties). I wanted to change DPI setting to a
different value but the Apply button is now off the
screen (and there is no scroll bar to allow access to
it). Any suggestions how to get at the Apply button? Is
there a keystroke combination to activate the button?

Try right clicking the top right corner, or where you think it is. Hope you find it works for you - it does me!
