normally when you get a no dial tone, either the modem cable or the modem itself is faulty (regardless of the diagnostic test), but also some call minding services may give this problem also, but removing the tick from wait for dial tone normally sorts that one out.

is this in a residential building or an office type? some times office buildings use a different pin configuration that doesnt work with standard modems. or the line has one of them flashing dial tones, the modem doesnt detect that noise as a dial tone.

It's a residential line with a standard dial tone, although the tone itself is not very loud. I suspect that the modem is simply not 'hearing' the tone rather than the tone not reaching the modem in the first place.

Do you have another modem to try? I doubt very much that its a line problem.
