You can definitely overclock the video card. Just get a program like powerstrip or riva tuner? Maybe get the omega drivers and their overclocking utility.
 
As for the cpu, it's doubtful and for 2 reasons. The first being that dell systems usually don't have the options in the bios or on the board to change the cpu settings, and the second being that 1 GHz was about the limit of the P3 core.

There are a few software overclocking tools that you could try, such as SoftFSB and CPUFSB.  You should be able to get around 10% more from that system as long as you have a compatable clock generator.
