I purchased a Gateway E4300 from a local school. The hard drive had been wiped clean. I have been unable to load windows 98 or windows ME. I have reformated the disk and still cannot load a new OS.
What do I need to do to get an operating system on this computer?

If the OS that you are trying to install requires more RAM than what the computer has installed, then you need to add RAM and bring it up to the OS requirements.

The 160 GB hard disk appears to be ok. Format it NTFS.
