Are you referring to the purpose of the screen which displays this message?

If so it is simply a cognitive distraction to take your mind off the fact that the operating system is quite a large program to load.

It's purpose is to make you know something is going on and everything is working as it should.

If no screen showed up most people were probably think the computer is off and try to reboot/unplug it.
