Remove the battery and start the laptop with the charger plugged in.
If it boots up and works then the charger is good, but you will need to buy a replacement battery.
If it does not boot up, then the charger is broken or the charging socket inside the laptop is broken ... try another charger first to ascertain which one it is ... then replace it.
Then charge the battery ... if the battery does not charge then replace it.
