I have been using the Radeon 8500 DV video card under XP on my Pentium IV
PC quite satisfactorily for the last few years with the 6.13.10.3286
drivers for Display, Control Panel and video capture.
Some months ago, I installed a DVD Writer for capturing directly on DVD and
installed Nero and SonyVision software which came along with the DVD
Writer. Even with those software packages, which recognized the video
capture device, I have captured whole 2 hour movies quite
satisfactorily.

When DirectX 9.0b was released, I installed it on my PC as required for
capture directly to DVD. .But when I opened, recently, the MMC 7.7.0.1 to
capture a live program from the Cable TV as I had done several times earlier
and found that the MMC was no more having the TV Tuner functionality.
Only capture from Composite VCR or S-Video sources was left under MMC
with the title Video-in, in place of the earlier title of TV. Removing the
drivers
and MMC and reinstalling the earlier versions of software and MMC all over
again has not worked

I got a feedback on the ati videocards newsgroup, saying
"DirectX 9.0b, which has a now well-known - or long-forgotten - bug in
that
it breaks PAL (and, I think, SECAM) tuners. The likelihood is that you've
installed DX 9.0b, possibly with a game or application that requires it.
There are fixes for the bug, but the simplest solution is to upgrade to
DirectX 9.0c, which has no such problem.

When I tried to download the DirectX 9.0c file from the Microsoft site, I
got only a small file of about 400 KB and I was asked to click on it. When I
did, the download for the full DirectX 9.0c did not start but I only got a
response saying "finished".

Does this mean that my system does not require the DirectX 9.0c? If it is
so, why doesn't the Microsoft response say so? And then why have I lost the
TV functionality after installing DirectX 9.0b, suspected to lack support
for PAL
in DirectX 9.0b?

Try downloading the full redistributable and install from that.

Some video card manufacturers have updated drivers that are
specifically designed to work with DirectX 9.0. and above.
You could uninstall your video drivers for your Radeon 8500 DV using
the Ati utility; 'CATALYST Uninstaller' (http://tinyurl.com/3pm2v) then
download the Radeon Catalyst drivers for XP SP2 here;
'Display Drivers and Software for RADEON Products'
(http://tinyurl.com/3pm2v) To see what version of DirectX is actually
installed, type dxdiag in start, run, dialog box. (you probably knew
that)
Funny Windows Update didn't see and install the newer version of 9.0c?

How To Install DirectX 9.0c Over Windows XP SP2 With DirectX 9.0b

I bought The Movies 2 weeks ago. I’ve heard many good things about this game, so I thought I should give it a try. After installing the game, it said that DirectX 9.0c is required, and ask whether I want to install it or not. Now here goes the problem - DirectX 9.0c won’t install. When the installation begin, it went straight into the “Installation Finish” dialog box. Weird, huh?
Doing a little research on the web, I found out that this problem is occured when we try to install DirectX 9.0c over DirectX 9.0b in Windows XP SP2 OS. I were using SP2 Beta with 9.0b at that time, so it seemed that my condition applied to the problem.

More deeper research revealed that this is a (stupid) bug from Microsoft’s DirectX 9.0c installation program. Technically, the install program (setup.exe) will check the Windows version first. If it is Windows XP with SP2 installed, it will then check the DirectX version, but only the major version (the number behind the dot). If it is “9″ (including 9.0a and 9.0b), the program will think that you already have DirectX 9.0c installed since most Windows XP SP2 installation already come with that DirectX version. Big mistake, isn’t it?

So anyway, here’s the solution for the DirectX 9.0c installation problem.

Get DirectX ERADICATOR program. Search using “directx ERADICATOE download” keyword (IN GOOGLE!!) will do. Most of them are freeware so don’t worry about wasting extra money.
Run the program you’ve just downloaded. I think all, if not most of them, will ask you to restart the computer. Do it.
go on with the next step. Download DirectX 9.0b distribution package. You will also need 9.0c distribution package, so download it if you don’t have it yet. Extract them on any folder you want, for example: DX9B (for DirectX 9.0b) and DX9C (for DirectX 9.0c).
Now here goes the tricky part. Copy all the CAB files from your DirectX 9.0c folder (DX9C) into your DirectX 9.0b folder (DX9B). Choose “YES” when prompted to overwrite files.
Run the DirectX installation program from the 9.0B folder (DX9B). DirectX 9.0c installation should work now.
NOW RUN "RUN" PROGRAM FROM START MENU AN' TYPE "DXDIAG" THERE WOHOOOOO!!!!!IT WILL SHOW DIRECTX 9.0C INSTALLED!!!!!
