Came across some interesting information and I pose the question to the community. Have found that none of the top five online learning providers offer content for the smart phone. Called each of them and never got a specific answer. Hoping someone with industry experience can comment.

It seems you contacted 'someone with industry experience'.
And the comments were 'no content for smart phones.

At the moment, it looks like smart phones are not a smart choice for online education.
