Does it matter where the USB cable is plugged?

Lots of charging/power cables have a standard USB-A plug on one end, and a special connector for the mobile device on the other end.

 

The USB-A end of the cable can be plugged in to a PC, or laptop, of course. And the mobile devices usually come with an adapter that plugs into a house outlet on one end, and has a socket to plug in the USB-A end of the cable on the other end.

 

Then there are adapter for a car cigarette lighter, that also have a socket to plug in a standard USB-A plug.

 

Then there generic adapters that plug into a home outlet on one end, and have one, or several, sockets to plug in the standard USB-A end cable on the other end.

 

So my question is: does it matter where I plug in the standard USB-A end of the cable? Computer, wall device, cigarette lighter adapter, whatever, does it matter?

 

I hope I'm making myself clear.
