Slow ping on rtl8139?

I'm at a loss for how 2 NICS in my network that are less then 10 ft from the router, have higher ping then a pc 100ft away...

My personal pc's have always pinged less then 30ms currently 11-15..sometimes faster. when testing at speedtest.net and chooseing the absolute closest test site. Which happens to be my ISP less then 5 miles from me.

The bandwidth is solid...

The realtech? rtl8139 is also on a cat 6. all pc's have cat 5e or higher.

all are set for optimal speeds and settings...

this one has a setting title "optimum speed" i knocked off 20ms disableing this.

It's also on-board...
I turned off the anti-virus and firewall to see if that was the cause...
this only knocked off another 20ms...

150+ms ping for a router less then 10ft away suggests a problem...No other software requesting access...i can see this with the anti-v i have. I can get logs if desired.

The only difference between this pc and my pc's is that there is no 3d card...just the on board.

Is this a known issue? haven't seen anything related in google yet...It's my moms pc and she always wants to do more, but a lot of things are slow...after browseing around for 5 min, the amount of stuff i wanted to do, could be done in alot less time if i can simply reduce the ping.

It is overclocked, I can get these settings tommaro. I wonder if bios knocked down the pci clocks...it's a 2.4 celeron oc'd to 2.6

And the overclocks in bios set the pci bus at 36mhz

I use speedfan to automatically overclock to 2.7ghz and this sets the pci bus to 38mhz

This was not stable until i set the ram voltage to 2.65. via bios

I still have to watch the heat. there is no fan on the cpu.

The results?

Yes the pci bus seems to influence the ping results. When @ 38mhz the ping goes down to 80ms this is still too much. And peak bandwidth was 75mbps xD and 6mbps up

All my personal pc's also had the pci set to 38mhz.

The other difference i noticed is bios minimum pci latency setting is 32. Which could be much lower. I usually set this to 2 whenever available.

I have pcilatency tool, but on all pc's i have it installed on since about a month ago. The settings for most irq's are unchangeable. I have no idea what changed. I should be able to change all settings as i have in the past.

Any ideas on what more i can do to reduce ping on this pc?
