A 550 Watt PSU should be fine for that build, although I recommend at least 650 for any new build; it helps upgrade-proof a system.

Reformulated with 20 percent less ahole !

I have a 450 and stuff runs fine, but I'd get a 650 corsair that is a good unit with room to upgrade, or if you can handle 20 more bucks, the 750, just my 2 cents.

"Now if the 4870x2 was actually notably faster than the 280 for about the same price, then I might even take a chance on it. However, that won't be the case."
