Hi everybody!

I need your expert advice on building a new PC for photo editing (Adobe Photoshop CS3, LightRoom, Aperture, itc). Running games as possible
As I could see the Intel Q9450 is available at newegg.com
Could you guys help me to make a list of the components and parts?

You can find your own parts, I am not going to hunt them down for you.
Pick out your list, post it, we'll let you know if we think all is okay or not.
Photoshop will benefit from a fast quad core, lots of memory, and fast harddrive. The graphics card can be anything, even on-board video is fine for those applications. A powerful GPU won't do anything for you there.
However.....
If you want to game occasionally, please give some info as to what games you would like to run, what kind of monitor and what resolution. Right now you can buy an 8800GT, or an 8800GTS well, well worth the money and will suit most occasional gamers quite well.

So far I came up with the following parts:

CPU Intel Q9450
MOBO ASUS P5E3 WS PRO
VIDEO 8800GTS
RAM OCZ Platinum 4GB(2 x 2GB) DDR3 1600 (PC3 12800)

a DDR3 Mobo and RAM is a waste of money, IMHO.

Save it for an upgrade next year when the new Intel Chips come out.
Even if you could re-use your DDR3 then, most likely the speeds of DDR3 will be quite a bit higher and with higher densities so that you would want new RAM anyway.

Okay, good start.
Motherboard is expensive, and uses expensive DDR3.
Don't really need it, if you want to save a little money without hardly any performance loss, look at something like this:

Either a board from Asus or Gigabyte that will run ddr2 memory would be best. You can get 4GB of high performance ram for about half the cost and there would be no real world benefit ddr3 at stock speeds. I've been using this ram and it's a good performer.
