Im having problems install windows vista OEM. I just rebuild my computer but still have same hardrive that has windows xp on it. When i try install windows vista it says "Setup can not run on this version of operating system. To install Windows please try booting from the install media" which i have no clue what that means. When i try install windows vista from booting from cd i just freezes on the vista Bueish screen every time.

Means boot from the disk on a DVD/CD drive, not CD only, in case that's what you are trying.

Assuming you are using a DVD drive then you may need to try another drive or else maybe you have a bad or dirty disk

What you will want to do, many times at first startup, you have an option for a boot menu, go to that, and tell it to boot from cd/dvd. You should be good from there.
