First of all,
 
There is no hardware or software changes on the system.
These problem happens on Both of my HDs.
I have Reformated the system, still same problem.
 
Now the summary of the problem,
 
Whenever i startup windows, i cant click on anything or use anything unless i press, ctrl+alt+del - once i press this everything runs normal Except, tht i cant  
drag and move icons on desktop or the files in any folder, they simply dont move frm their place.
 
Also, one weird thing i noticed is tht when i format my PC with Xp everything works normal only uptill its very 1st restart... once PC gets restarted same problem countinues
and as its fresh format i havent installed even a single driver or anything.... my whole HD is blank....  
 
Any remedies ?

Anybody ??

Do a CTRL+ALT+DEL and see if svchost.exe is eating up CPU
