Well I did a fresh install of XP and I couldnt connect to the internet. I finally figured out that I had to : right click on My Computer > Manage > Services and Applications > Services

It sounds like something went wrong with the install. Since it is a new install I would just do it again. I dont know why these thing happen and apparently neither does Msoft but that would be the easiest thing to do.
