I see that there is a lot of difference in the Local Setting and Domain Setting Policy ...

... and? The Group Policy from the Domain overrides local settings. "Effective setting" tells you the result after all policies have been applied.

That means nothing, why would there not be differences between the two? It's like saying "I see differences between my town and the other town". Yep, there are. You can set them all the same if you want.
