How do I create a backup DNS server? Do I have to create a Backup domain controller to do this?

No. Just install DNS on another box and enter the IP address of that box as
a Secondary DNS in your client TCP/IP settings. Make sure you set
forwarding the same as your primary DNS though..

I think the concept of Backup Domain Controller went out with NT Server. In Windows 2000 Server all DCs are (more or less) equal.

I wouldn't run any Windows 2000 network with only one DC!
