I manage on a part time basis the computers for a small business (that  
cannot afford wholesale upgrades to Windows XP).  I want to make it  
"impossible" for anyone but me to install new software.  I found a program  
in WINDOWS/SYSTEM called MSIEXEC and renamed it OLDMSIEXEC but it did not do  
what I wanted.  Is there a way to hide or disable the ability to install new  
apps in Windows 98?

Use Policy Editor (poledit), which is found on the Win98 CD in the
\tools\reskit\netadmin\poledit folder.
 
Read the \tools\reskit\netadmin\poledit\poledit.txt file for instructions on how to
install, then read the Help file for usage.
