I have windows 98 and am having some problems with my scanner and webcam  
because I don't have windows 98 se. How can I update to windows 98 se?

You will need to purchase a W98SE upgrade disk. At this late date they are  
quite scarce because Microsoft stopped marketing them a long time ago. Try  
Ebay.

I have a similar problem where I want to upgrade to 98se.  I have seen some  
98se upgrade discs, but the say "For upgrading from windows 3.x and 95".  
Will one of these work, or were there specific upgrade discs to upgrade from  
98 to 98se?

98SE can be bought from Ebay
 
I suggest a full retail install since I feel this is the best and most  
stable install and it is the install routine that I used for my computer.
 
Full Retail --- Everything included
 
Upgrade CD ---- to upgrade from older operating systems like 95
 
Update CD ---- updates only from 98 to 98SE

You can use a Win98SE upgrade disc to upgrade from Win98 to Win98SE...no problem.
You will have to enter the new Product Key that should be with the upgrade CD,
during install.  Just make sure to install to the same folder as you already have
Win98 installed....usually C:\Windows, by default.  If the installer tries to
install into a different folder, such as C:\Windows.000, change the path to your
current Windows folder.

Nope.  The Update CD is no longer available.  The Upgrade CD can be used to upgrade
from Win98 to Win98SE.  The full install CD is not for upgrading.

I think you misspoke.  The full retail version either upgrades or installs  
clean--an OEM full version installs clean and might be able to be tricked  
into doing an upgrade.

You're right of course, Ron.  The retail Full and the upgrade retail both will do an
upgrade, as you say;  and an OEM can sometimes be cajoled into an upgrade, depending
on the disc.
I guess it's time to cut down on the pain meds! ;-)

Exactly.  I may check out Ebay to see if anyone is selling the update (98 FE  
to 98 SE)  I still have a copy of the update cd, along with 2 to 3 OEM 98SE  
cds and the full retail copy of 98SE along with the full retail copy of XP  
PROFESSIONAL along with the full retail copy with ACCESS of OFFICE XP for XP  
and 98SE.  I wonder why Microsoft did not release Office 2003 for 98SE since  
it is the best operating system in my opinion.  It has less access points for  
hackers to attack, is based on secure 9x source code, has not been leaked  
over the Internet like NT (New Technology aka Not There) source code has  
been.  Keep watching for Microsoft Windows Longhorn which I feel will be  
released in 2007 and not 2006 due to the source code testing that I am  
working with Microsoft and the United States Federal Government on it.
