How do you tell if a given Motorola phone is locked to a certain service
provider?

The phones are "locked" by applying a service password that
is not made freely available to customers. VZW leaves/sets the
programming password to "000000". VZW Over The Air
programming requires this. Some(?) providers will set the password
on each phone to something different but will (freely?) tell you
what it is under some conditions.

So you can tell if a phone is locked if the programming password is
set to something other than the manufacturer's default or 0. If the phone
has been locked, there is no way to tell which provider locked it other
than maybe seeing who it connects to for *611 or those kind of service
numbers.
