is there a way to connect directly on the internet and assign an external IP
on my PocketPC2003 through the cradle?
can I do it through activesync? something?

This can't be done through the cradle or through activesync. Are you trying
to bypass a firewall and place the pocket pc right on the internet?

Your PPC will get an IP address, but it is just to enable passthrough.
You can't make your cradle act as a hub or switch.

It will get an IP address but not internet IP, will get a 192.168.x.x LAN
IP, my IPs are sure not internal ones, need to assign an external IP on it

If it's a ppc with a compact flash slot you could get a compact flash
network card. I've done this before when testing some VoIP apps, i needed
to bypass my firewall so I used the network card and plugged right into my
cable modem. If you don't have a cf slot the only other thing I can suggest
would be wifi but then you'd have to put your access point directly on the
internet and if you have a router/ap combo it gets complicated.

one of the reasons I want this to work is that my partner has Linux on his
PPC and for now he outperforms me on abilities, performance, gui and
connectivity
he started bragging even for that USB thing and he said Microsoft will not
ever let USB TCP/IP because Microsoft is affraid of other OSes or something
like that and mostly that windows are for less smarter people
so tell me this is not true, tell me that it is really a full featured OS
and not turning my PDA into a childs toy as he claims
